J.D. Dunbar (Email J.D.)
Chief Executive Officer

 

 

 

 

J.D. Dunbar has been the chief administrator of RULE for 20 years. A graduate of RULE II, J.D. has been affiliated with RULE for the past 22 years. She was recognized with the Outstanding Leadership Director award in 2000 by the International Association of Programs for Agricultural Leadership (IAPAL). A wordsmith by trade, and a public speaker by profession, she travels internationally delivering presentations on leadership and communication skills to an amalgam of venues - most frequently, other leadership programs. Dr. Ted Alter (Email Dr. Alter)
Faculty Advisor

Dr. Theodore R. Alter is professor of agricultural, environmental, and regional economics in Penn State’s Department of Agricultural Economics and Rural Sociology. His research and teaching focuses on public sector economics, community and regional economics, community and rural development, institutional and behavioral economics, resource and environmental economics, leadership and organizational change, and the scholarship of engagement in higher education. Tara Homan (Email Tara)
Program Assistant and Facilities Coordinator

Tara Homan has been with the RULE Program since November of 2003.  A graduate of South Hills Business School, Tara is responsible for coordinating the facility arrangements for all RULE activities and study institutes, as well as prospecting locations for future institutes. Tara oversees the budget for these events and processes all travel expenses. Working closely with the Chief Executive Officer, Tara is the first point of contact for any presentation requests. She designs the visuals for all presentations and assists on-site with their delivery. Tara also acts as the officer manager; she maintains the RULE website, orders supplies as required, orders RULE Store inventory, provides information to visitors, keeps the RULE alumni apprised of RULE happenings and maintains the office calendar.  Please click to see a vitae for Tara.
