The Pennsylvania Rural Leadership
(RULE) Program is a partnership between the public and private sectors
with funds from individual participants, sponsoring organizations,
private and public contributors, the Pennsylvania State Legislature, the
Pennsylvania Department of Community and Economic Development, and the
Pennsylvania State University. RULE fellows are admitted without regard
to age, ancestry, color, disability or handicap, national origin, race,
religious creed, political affiliation, sex, sexual orientation, or
veteran status.
The purpose of RULE is to encourage
and foster the development of community leaders from all segments of
Pennsylvania by using a program of study to:

Provide an opportunity for
interested citizens to explore community problems and issues from a
broad socioeconomic perspective and learn how they can participate
more effectively in public decision-making.

Increase participant
understanding of social organizations in communities; processes by
which groups make decisions; strategies by which decisions are
implemented; inter-organizational networks; government’s role in
helping to solve public problems; and the economic, political,
cultural, and social forces of direct importance to public policy
decision-making.

Develop participant leadership
skills in the resolution of public issues.

Value and encourage diversity in
the resolution of public issues.
The PALP Program began in 1971 and
included five classes. PALP accrued 259 graduates to their credit. RULE
is currently in Class XII mode, with 535 alumni. RULE started in 1985.
